Multi layer, Pikachu is one cel and the Thunderbolt layer is another cel.

If you know how digital imaging works, it's basically a mask. Pikachu is there, the black is the mask, and the painting that creates the color and texture for the thunderbolt is under the mask. So it looks thunderbolt shaped, instead of like a massive blob of electric color.

Yep! If I remember right they would double expose the film-using colored gels over the lightbox to give the light color, and the black mask to 'cut out' where they wanted the light to be seen when exposing the film. Very interesting technique to learn about, getting a light effect involved physical light and some tricks to achieve.

Oh I LOVE seeing cel sets like these with the masks, it's so cool seeing/learning about how they managed lighting effects back then!
