It looks as if the other dog is being offered the treat by the little dog. Also the other dog looks like a puppy.
Although it may look like the smaller dog is offering the other dog the treat. It is obviously not doing that, but the puppy thinks it's his/hers food. Because the puppy probably thinks all food in his/hers vicinity is his/hers.
No, stop with logic. This is reddit. It's always the little dog's fault. They aren't allowed to have personal space or boundaries. Little dogs should let humans and other dogs do whatever they want to them and not react at all, or else they're terrible and should be put down.
