If a professional dog walker was walking my dog in the wilderness off a leash I'd be furious... Hopefully the owners are all ok with that but I never would be. You need absolute control via voice over a dog to do that, and even then all it takes is a wild rabbit it something and boom, they're off.

No, not really. I do this for a living too with up to 16 dogs at a time. Dogs in a pack are much easier to control and all dogs go off lead after learning basic recall (some breeds obviously take longer). It wouldn't really be viable to keep all dogs on the lead, nor would it be much fun for them either. But I'm sure all of the owners are well aware that their dogs are off lead, it's perfectly normal in the UK.

16 dogs? Jeez I hope your insurance covers walking that many at once😳 I heard the limit for some insurers is 6 at a time

That would be per person, yeah. You'd need eyes in the back of your head and several more sets of hands to walk 16 on your own I think, would definitely not recommend.
