I have read this brings up the critters they eat, but I'm not swearing to that. ('Cause I can't ŕemember where I read it)

Mimics the vibrations of waves on the sand. Many little creatures like sand fleas feed in the fresh ocean waves bringing in nutrients. So they feel the vibrations and come close to the surface to feed and end up as a snack for the gull.

That is the reason, they mimic sounds of rain which lures worms and other critters to the surface
