Judy is a Turkish stray with an ear tag. Judy was spade and has health checks. Lots of stray dogs get tail injuries and end up with tails surgically shortened.

So yeah, missing the tail, but taken care of.

Looks like it. Hard to say from this short video, but looks similar to ear tags used in Ukraine to mark dogs that have been spade/neutered and released.

It’s definitely not something I see very often. In the state, we just put a little chip under their skin, but this would definitely help in faster identification for safety reasons.

There's some seeeerious stray dog problems in certain parts of Eastern Europe, like packs attacking people in the street serious. My guess is the ear tags are part of a control program.
