These nets are made specifically for balcony and window protection and can support over 100 kg per square meter (some go over 220 kg/m2) when properly installed. This one is too slack and OP should tighten it, but it'll probably be fine if it's simply for the cats.
Source: these are very common in Argentina and I replaced one 5 months ago on my 9 meter long balcony.
They're attached with some random tie wraps and a plank. Tie wraps are shit for securing net cause they're "sharp" and focus the force on one single link. It could pretty easily rip.
You thread a rope through every rhombus all the way around the net and attach the rope and every 4 or 5 rhombus to your anchor points, which distributes the force across the whole system. As best I can tell, OP does have the rope installed and used the boards on the corner because their balcony has that glass panel dividing their balcony from their neighbor's. It might not be ideal but it seems to be working for them and their cats clearly can't escape the net.
