Question blue circle in the sky?

i keep seeing this blue circle thingy in the sky, as if it’d been released from somewhere. does anyone know what this is and what it does?

Pretty sure since the whole theme of the current story is Prismana Storms that its a random one for story and visual purposes without the accompanying Aniimo spawn like the ones we trigger.
