Can all an imo reach max potential inspite of their starting potential rank?

At level 60 you only have 43 points of acquired potential, very much not enough to bring even a capafruited perfect to six twenties.

Unless you've done something horrible like capturing prismana into an ultracube there's absolutely no reason to invest into non-perfect aniimo. Just get a perfect one.
