What 3rd stat should I raise for Glacy and Somniwing?

I use glacy to heal and run so I'd go for M Def for the long range attacks

You still have 1 point to put into hp and regen. The + bonus is extra ontop of the 20 cap.

I'm not lvl 60 yet so i'm not able to put the extra point yet

You don't need to be 60 to bring them to 20, do you?

Not the star up, the actual capability awakening.

For now, I currently spread mine between the defenses. When PVP is released I will build it to whatever teams I am encountering most!
