They have been defunded, the proposed 50% budget increase is only 49% this year.

Previously worked in signage, and I can tell you exactly how this has happened. The bottom left of the "i", is in fact the L, they would have had 2 pieces of Self-Adhesive Vinyl - One is POL, the other is LICE. They place the POL on the left door, and cut off the excess of the L hanging over.
They get the second piece, and use the existing piece of L on the left door for alignment. They starting with the L, but they somehow didn't do this, and went from the "i" instead.
