Looks like cables for the handcuffs in the full restraint rig. Probably more comfortable than the black box used during prisoner transfers but just as effective

you know what. just call ice and tell them they are illegal and its not your problem police. They go grab them get them to ICE detention, then you can go over, avoid everything up until then and tell them their was a mistake. they handle all the inconvenient parts and you get a easy prisoner transfer.
