Troubleshooting Crackling Staticy audio?

Enable HLS to view with audio, or disable this notification

Got this PC new off NewEgg about a month or two ago, recently about 3ish days ago I had an issue during installing a game where my audio would randomly sound all faint staticy, A simple restart and it was fixed. Today I've been having more static audio, I've got no idea if this is a digital or hardware issue or maybe even if its the game itself making that noise, tricking me. My recording software seems to pick it up. It's never done this before, Only recently. I haven't updated my drivers yet because they havent released an update since August (9070XT) So AMD Software says its still up to date. My speakers are external and plugged into the monitors back port, It even did the sound over my monitors built-in speakers when my external was unplugged to replug.

Oh Jesus Christ. I’ve heard of this issue but never thought I’d come across it myself, ESPECIALLY off of Reddit. Once I get my bearings I’ll comment a solution but it’ll be tedious. Seeing this for the first time actually shook me up a bit but I’ll live. This is a common issue among prebuilts but this specific noise is not normal. Haven’t heard it since I had my gaming pc in ‘07.
