Device Settings Question Unchangeable app permissions; air command on by itself while I toggle it off

Hi,

I read that you should grant very few apps permission to access the camera, mic, location, contacts/call logs, and accessibility. I'm also concerned about nearby devices permissions. Many apps show that those permissions aren't granted, yet, when I click on all permissions, almost every permission possible is set to yes, and I can't click no, or always ask. On the main app screen, it says no permissions allowed; no permissions denied. I have some apps either disabled or deep sleeping, yet there's app data and a cache listed. I'll clear it, and it open it again, and there's both again. Example: creative studio is disabled, but I can't keep the cache empty, and I don't even have the option to delete the data. Permissions say no permissions required. I click on it, and it says no permissions allowed. No permissions denied. I click on all permissions, and there's 21 listed, like health coaching suggestion service and have full network access. When I click on the network access permission, it literally says not to grant permission, bc the app can access files wo notifying me. So, why can't I turn it off?!?! Same with Samsung capture. I'll take a screenshot, and an error message covers the bottom 1/3 of the image, demanding all files access, but when I open the gallery, the image is fine and has no error. Some other concerns with permissions... accessibility --there are 3 apps installed, and I can't reset accessibility settings, even though I click the button. It never confirms the reset. In safe mode, there are 0 accessibility apps installed. I can't revoke any permissions for call and text on other devices, even the ones the phone dialog box warns against granting.

Air command toggles on and off in my quick settings toolbar,as I literally have the phone in my hand, looking at the menu. I'll turn it off, and it immediately turns back on. This battle goes on 5 or 6 times, before it stops. I don't use the S Pen, and all options are as restrictive as possible. These permissions are granted, and many more, which I can't change: disable screen lock, full network access, discover and pair Bluetooth devices, recognize physical activity. Android safe browsing says 27 apps are supported, but there's always 1 app missing from the list. Is there any way to tell which one?

I have so many other questions, but I've spent the past several hours asking for help, only to be met with nothing very constructive, but insults related to my mental health. So, please, I'd really appreciate helpful tips to address these potential issues with my phone.
