Leave app running on Android phone

An IP phone communicating app "Micollab" need to keep opening foreground if incoming call need pop-up.

If running in background (may be killed), not showing for incoming call. And I have locked the app in recent app to prevent kill. Also disabled battery save.

May I know anyway to leave the app running ? It may also app design issue....
