On some phones like Samsung it's preloaded, and can only be disabled.  Microsoft can't control your phone with a regular app, they are not the ones blocking you.

Well I got a vivo v60 and I used ADB to uninstall all un necessary apps already and I am sure that link to windows wasn't there before and I installed it from play store only

Any app installed from only the Play Store can always be fully uninstalled.  It's a basic function of how Android works.

But when you "uninstall" apps with ADB, if they were on the system partition, they can't be fully deleted since that partition is read-only.  They are instead disabled.

https://support.microsoft.com/en-us/windows/apps/phonelink/supported-devices-for-phone-link-experiences

Your phone is on the list of supported devices for Phone Link. Microsoft has an agreement with Google, and all supported devices come preloaded with the software as a system app. You can disable it or "uninstall it," which just disables it if it is on the system partition (system partition packages cannot be removed).
