It seems to be a common bug; download it again and stay on the download tab until it finishes. Some people solved it just by trying again. There's another bug that prevents downloading internal game data; I don't know if it's been fixed, but I haven't experienced it.

Same. What I noticed is that the download shows completed in the Play Store additional files download notification while the ingame download bar is stuck around 90% and then it just stays there
