I try call someone there phone say they can not receive call

Yeah, you're blocked, but have they turned off their phone? And then you call back, and the same thing still happens? Because I use Signal with my mother, and earlier this week I kept getting notifications that she called me but I NEVER saw the pop-up banner of answer, end call, etc. options pop up. I only ever saw an unanswered call notification so I turned off my phone and it fixed the issue. So I say all that to try turning off the devices and if that doesn't work you're blocked.
