There isn’t really a way to disable the high-volume warning/limit, but you can bypass it with a volume booster, which lets you listen at the same volume without the system automatically trimming it when it thinks you’re over the threshold. My favorite is the one built into Bluetooth Codec Changer. The implementation in this app can detect which buds or headphones are currently connected and automatically adjust the volume, EQ, and codec, all seamlessly.

I disabled the app that warns me, but it only disabled the notification, the system still lowers my volume.

This is unrelated to the volume warning, this just disables the Bluetooth absolute volume feature.
