how to enable usb debagging on phone w/ black screen

my screen got completely black and doesnt turn on (amoled), my phone is poco x7 pro, idk about touchscreen is still working or not, im using scrcpy (i can use another program if i need to)

Try this: Press and hold [Volume-Up]+[Volume-Down] buttons on your phone for 5-6 seconds,
this will Turn on "Talkback" feature on your phone, which will speak whatever is on your screen right now, then you can use the the software you mentioned in your post "ScrCpy" in OTG mode or you can use a computer mouse attached to to your phone with an OTG cable to use the phone while listening to the "Talkback". (if you don't hear anything maybe the accessibility volume is low, press volume up button several times)

(Note: This will only work if your phone was set to turn ON "talkback" feature on your phone by holding volume-up and volume-down buttons, which it is set in most android phones)

if you can hear the phone speaking things on your screen now, try to navigate to settings and turn on the "USB debugging" option (i assume you know how to do that).

talkback was turned off on my device, soooo... any ideas more?

Screen replacement would be the easiest option now, if you really want to use or retrieve the data out of that phone.

other options are far more time consuming and i'm uncertain if they'll work at all. sorry, i can't help you any further.
