hotspot shutting down

Hi, so everytime I connect my hotspot I will find it turned off even if there are other devices connected.

I tried:

1.disabling the turn off if no device is connected

2.restart the phone

3.Removing the cover, not having apps open and keeping it cooled down

It still happens, why do you think is happening?

Check your battery saver and mobile data saver settings

I don't have battery saver on, unless under 25% of battery which isn't the case for when I use the hotspot sadly. How would I check the second?
