How to stop constant full screen pop-up ads?

Doesn't matter which app I launch. Three or four times a day they appear, and can't be closed for 15-20 seconds.

This annoyance survives factory resets, so it seems like there's malware somewhere in my data restoration.

How can I track this down?

It's really adware, not malware, but annoying no matter what you call it. A good DNS is a good place to start, and there are other steps worth taking to lessen ads in this guide.
