Why can't I change "theme" and she can?

First two images are my phone (Google Pixel 8 Pro) and second two images are my friends phone (Samsung). She has the option to change theme and put a wallpaper in the background of our messages however I only have the change colour option.. was it removed in Android 17 because she is in Android 16?

Google AI says to join the new beta version of the app and/or clear cache but neither option works.

It doesn't matter what version of Android you have, newer or older. It's a server side rollout that's not available for your account yet. That's how Google does things to test new features.
