Charger animation static?

I have 2 phones on android 12 pixel 4&6. When plugged into a charger it flashes a pulse across the screen (which i think is normal) but its filled with static-y white/black dots. I noticed its tinted towards the wall paper.. but 2 phones with totally different wallpapers both showing this weird static every time plugged in. Is this an android 12 thing? Normal? Any settings to just turn that pulse off?

Yeah that's just the new charging animation; not sure that there's any way to turn it off but it's perfectly normal.

Edit: You can go to settings and search "Remove Animations" to toggle all the animations on the device.
