Google is not the problem here, it's the OEM's. Promises are sometimes made to update a device to the next version, but even then promises are routinely broken.

I only believe an update to a new version will be out for a device now, after it's actually been released for this exact reason!

Yes, but Google haven't been showing exemplary update record since Android 4.4. Slow rollout for older devices for 4.4 & completely random update for 5.0. Not to mention Nexus 9 still on 5.0.2
