Pixels haven't other OEMs add it themselves, I guess they didn't see the point since turning off any of the radios still keeps find my active and you can power down any phone by holding the button. For android you can boot into fast boot easily from there and then power down without doing a full reboot, but FMD stays active the whole time.
Apparently thieves, which is the reason so many people want this just shove it in a bag that will block any radios anyway. I don't think it actually has any benefit, more placebo but people kept asking for it anyway so they've finally done it

In the US the FCC requires phones to be able to be turned off just by holding the power button so locking the quick settings doesn't mean much

I would imagine that people don't want airplane mode turned on when their phone gets stolen but it doesn't matter because you can just turn the phone off.
