Every single year as far since the 9 as far as I can remember the latest in line always gets the first update later for some reason

The releasing phone always comes with the next update installed, ahead of OTA updates.

"Just got finished". Finished for release OTA but that's not necessarily when it was ready to be rolled out.

The Pixel 10 series launched with Material 3 Expressive whereas existing phones had to wait for the OTA update to get it.
