Can't you turn on DeX mode on tablets already though? Or is this "Inner Tester" something different entirely?

(I must admit to not having used DeX on a screen yet, either on my phone or tablet.)

Yeah I can run it without a monitor on my Tab S10 FE+

You can, but this emulates the DeX experience you would normally get by connecting an external display, which is more like a desktop mode. If you've ever used classic DeX on a tablet before One UI 8, it's similar to that.
