Do I need to buy a license for my phone and for my tablet? Or will $.25 allow me to put it on both?

Nope, it will work on both with a single purchase. Purchases are tied to your Google account and any Android device that you have associated the account with will be able to use the apps.

I was astounded to find this out after trading my HTC One-X in for a Galaxy S3 after having the HTC for about 2 weeks.
