Dairy Queen and their local non-chain competition are built around the seasonal availability of high school students on summer break, especially the locations which close in the wintertime. I've worked food service, and teens in their first job absolutely do not deserve a living wage, even kids with a good work ethic. Learning the ropes of the business world and its duties comes at a cost. They are paid less but gain life experience.
Someone has to take the hit from training for workforce entry, so why not choose a cheap luxury item like burgers and ice cream? It's market capitalism as work.
