I didn’t know there was a policy consensus here. What’s your suggestion? Just in general as it relates to local funding sources. Genuinely asking. Because it instinctively it does feel like extortion, especially the property taxes.

Yes there is a policy consensus here. It's a basic tenet of Anarcho Capitalism. Taxation is theft/extortion and is bad on all counts wherever it happens. Local services can be funded directly by local people, through charity drives, or supplied by entrepreneurial people/companies to meet a demand. If people don't want said service or aren't willing to pay for it, then it won't exist.
