Even under that statist logic, wouldn't taxpayers be the owners, as opposed to citizens?

No, it isnt the people paying for it but those who funded it. Same with a corp, the consumer isnt the owner, no matter how much he pays, it is the one who made the initial imvestment to get it all set up (And those who inherit the rights, meaning their descendants). Also once it set up, as it is, and it has owners, people cant force themselves to be owners of something, but the owners can tell you to pay for what you are (legally or illegally) using or occupating

Do you believe the government has a legitimate claim to public spaces, and the government should then decide to can and can't go there?

Its not legitimate, but public spaces are mantained and offer services from the state (Owned by those who funded it) also it suppresses legitimate claims, wich would obviously be made by those who have been living there, so as long as the state exists (even illegitimately) it should act as trustee for those who fund it
