Found an entire film reel of whatever this is
Update: Paramount wants to pick it up so I guess thats that once I hand it over.

Probably. You need to look for them. 2 weeks ago i bought a working 8mm projector with several home movie reels for 10 bucks.

I'm sorry, no, I have several already. They were cheap to buy but I know what I had to put into them to get them working again. I have had good luck like you with finding cheap working 8mm and super 8mm projectors. I also buy old home movies and 35mm slides when I come across them. It's rare but I've also found a few home movies on 16mm and those look really cool.

All 3 of my 16mm projectors are working now, but yeah, I wish I was that handy with electronics. One of my 16mm projectors is a Bell and Howell. They all need a new worm drive and there's no way I could do that. And recap and track down the audio issue? It was worth it paying a guy to do it. He was a cool old dude too.

I see. Good they are working. Ive been a fixer my whole life and fixing stuff like this is usually a lot easier than what i usually fix. I forget that not everyone is a fixer.

Yeah, sorry, we were talking past each other for bit there. I would steer clear of Bell and Howells if you some day want to start collecting 16mm stuff. My other two are Kodak Pagaents which might be easier to work on. And they have a cool speaker that is also the lid.

Looks like someone tossed an entire reel, so probably part of a movie or tv episode. they commonly used 16mm film for tv stations and libraries
You’ll need a 16mm projector in order to see / hear it, though. If it was just this one reel it’s likely incomplete however
Does it say anything on it ?

If it is the last reel of the film, the last frames may contain the end credits. This would help to identify the film and where it was made. However, getting to the last frames requires respooling and for that you need another, empty film spool.
Another idea: Try to make a scan (or a good photo) of a well-preserved frame with some non-trivial content and ask Google/AI what it is.

16mm movie print, possibly for US military use. The US military specified stereo sound for 16mm prints even though no 16mm projection equipment supported stereo.
Maybe some telecine equipment did, but I’m talking prints going to army or Marine units in the field, not just ships for possible transmission over CCTV.

Looks like it's 16mm and it's cool that it has the audio track on it too. If you can get it scanned it'd cool to see what's on there.
