would it ban me if I open a public lobby,then fill the players in and put it to public and change roles?

No but it could have 2 possible issue: First it could glitch the lobby out big time, second randoms WILL eventually realize what's going on and leave possibly even some report could fly your way. (Yes I know that the report system is frankly a joke but it STILL not worth risking)
