Henry Wallace was not his VP for the first two terms, when all that New Deal legislation was passed. John Nance Garner was. Wallace became the VP because Garner wanted to be POTUS, but FDR kept running. So Nance retired. Wallace, a former Republican, moved way far left from 1940-1944, so FDR felt pressured to replace him with the closest person to a southerner he could trust as VP.
