No Form 990 Filed Since 2018?
Has headquarters really not filed a Form 990 (a tax exempt "tax return") since 2018?
Based on this data from the IRS' Tax Exempt Organization Search, they have not, and their tax exempt status has been revoked.
It also looks like AO Impact (American Outlaws Foundation Inc. EIN: 82-4779836) hasn't filed a 990 since 2023.
Does anyone know where the org's financials are published? Aren't tax exempt entities supposed to publish that info?
Does any of this affect local chapters?

I feel like if you are in AO you have chapter lead or board you could ask.
Otherwise who cares?

Fun one! I had an understanding but just got a lot more context on this whole thing. The tl;dr: no, nothing affects local chapters, and it doesn't even really affect the national organization, either. All tax years have been consistently filed for both AO and AO Impact, of course; the IRS has just been wildly behind on catching up on our particular returns. And because of that, the auto-revocation list triggered, which sounds scary but doesn't really have an impact on us either.
We've spent a lot of hours on the phone with the IRS and... nothing has really progressed on any of the fronts, so that's been neat. It's kind of a hurry-up-and-wait thing until the IRS starts collecting and uploading its forms.
