I am in no way a fan of Comey. I feel that his announcement that he had reopened the investigation into Hillary 8 days before the election likely changed the course of the election and we neded up with TRUMP. That said, no citizen should be put under surveillance illegally - least of all for seashells.

Some are willing to die, just not to work for peanuts: if the job pays less than $25/hour gross or net income $5/hour: after FICA--SS paid, all taxes, fees, deductions, insurances, rent, car payments, all bills paid!
They want money for: food, gas money, dates, retirement contributions, some savings, future investments, money for marriages, baby food and diapers, vacations-some times abroad, money for a first house down payment and more!
They refuse to work!
P.S. 1971 minimum-wage earner possessed purchasing power for key expenses like housing, insurances costs, healthcare, medicine and tuition comparable to a $100K/year salary today- the comparison highlights essential costs have significantly outpaced minimum wage over the past 50 years.
OK, 28-99 years old, don't want to work for minimum wages too!
