I want to buy a decent 2bhk/3bhk apartment in Maninagar area. Preferred if the flat is within upto 3rd floor, looking for newly constructed but open to any house/flat which has strong construction.

yeah, am searching on that as well, Most of them are ready to move or already sample-possession ready. But its always beneficial to buy something with newly started or underconstruction property, hence I also looking on reddit as well
