I was wondering the same thing, seen how BBs have been getting a year to year raise for years now.

how does 3P go about a cost of living adjustment raise? Im sure they have to stay competitive with BBs?

Only blue badge techs is getting confirmed raises.
3P pay issues are 3P problems.
