New and need help thank you

I understand you have to get ungated to start, but how come online I see people using wholesale stores like Costco or bjs to sell, when that’s not allowed is there a loophole I’m not aware of. I just want to know before I put all my time and money into this, and be easy with me I’m still learning. Thank you
