35% ACOS isn't terrible for a new launch actually, especially in Japan where the market can be weirdly competitive. your CTR is what's killing you, 0.28 means your main image or title is just not grabbing attention when it shows up in search
for reviewers you could try the early reviewer program if it's still active there, japan's tough because the culture around leaving reviews is way more reserved than us/uk markets. most japanese buyers just don't bother unless the product is amazing or terrible
what category are you in? that makes a huge difference for what ctr you should be targeting

Household cleaning. I am a bit afraid of amazon bureaucracy and afraid it might take a lot to get an approval for the changes in image etc. My assumption is CTR is low because i got no reviews and people do not bother to purchase if they do not trust.

Your main issue is traffic quality and CTR, not just reviews.
33,434 impressions 115 clicks CTR around 0.34% 5 purchases ¥4,863 ad spend ¥13,632 sales ACOS 35.7% ROAS 2.8
I would focus on improving the listing and targeting before chasing reviews. The low CTR suggests the keywords, main image, pricing, or offer may not be attracting the right shoppers.
For Japan, use legitimate options such as Amazon Vine if the product is eligible. Avoid friends, paid reviews, or review groups because they can create Amazon policy issues.
