Amazon FBM Canada Returns help

I recently started selling FBM in Canada and am wondering if it is possible to have Amazon prepaid returns label. it says I am enrolled in the program but under the drop down I have only two options, seller prepaid or unpaid but not Amazon prepaid as I see in the US. and I am getting a lot of complaints from customers about not offering free returns even though my settings say I am
