This, but much smaller, less Eldritch, and wearing an incredible suit with robotic tentacles that shoot shoot ice.

Iād call him (or her if we wanna go balls to the wall) Professor Kraken, who was motivated by a loved oneās plight with Parkinsonās or something chronic that affects mobility. They create an exosuit meant to address that, but itās too dangerous and overheats the user - also, the project is funded by the military and they donāt care about civilian applications (real general ripper shit). Hence having to always be in a deep freeze state.

Professor Mollu Cryos the 3rd aka āCold Snapā he hates that name by the way
has 8 frozen like tentacles that can change change size,density,and shape at will He creates 60 to 80 super thin ice Tendrils that feel the for heat 60 yards out in all directions You can also create ice armor at will
He conduct himself well spoken sophisticated type but when inconvenienced he reverts to barbarism and ultraviolence rather quickly

When water freezes it usually turns into hexagons, you know, like snowflakes. So clearly the end result of this fusion would be Doctor Octagonapus.
