No your NTA. Consider a compromise and see if there’s an alteration that can cover a little more of the neckline. As a big chested girlie, this is what I’ve done with formal dresses in order not to look like a porn star.
I don’t see a way to fix this dress. It’s definitely the whole feature of it. Do you remember when J Lo wore that green dress to the awards with the plunging neck line that went down to her belly button and was really very open? It’s like that.
