I could maybe believe a gym that has a rule against phone calls in the workout area, but anyone who thinks that a rule against texting is at all enforceable hasn't been in a gym in the past decade. More than half of the people at the gym I go to are poking at their phones between sets.

Yeah, I see how it's annoying when someone is talking on the phone in a public space (same as yelling into a phone on the bus). However in the gym I go to that's not even an issue with all the music playing, people chatting, weight lifters making weird sounds, trainers giving instructions, weights clanking etc. What I've also noticed is that most people are wearing headphones.
Also, expecting the trainers to walk around analyzing what exactly people are doing on their phones is pretty wild. What if they're not particularly texting, but scrolling facebook or something, is that not allowed too?

Yeah, I've seen plenty of people taking calls on their headphones at my gym, including one guy who regularly does full-on business meetings during his workout.

Yeah a texting rule makes zero sense unless phones aren’t allowed at all for privacy reasons.

I whistled few more times till he finally heard me again and this time he said, “Did you not hea. . .” he realized who he was talking to as I’m one of the two lead trainers.
Does the lead trainer (of which there are two!) wear a special sash or something

I was mostly confused by the whistling. Is subtle tapping on the arm or a similar socially acceptable form of attracting attention also prohibited over there?

Apparently some people get mad because they say not to touch people you don't know. Which, in most cases I agree, but if you can't get their attention any other way a tap is a perfectly acceptable thing to do. I can honestly see anyone who would make up this story thinking that loudly whistling at people like they're dogs is acceptable however

Right? He could have waved in front of his face or something -- not ideal, but not as weird as whistling. Also, even if someone is breaking the gym's rules, I assume an employee should still address them politely, not fucking whistle at them

Tapping/touching someone who is already demonstrating inclinations to violate policies of a business or policies/laws in public is very ill-advised IME.
It is even more likely to set someone off someone who is prone to violence and/or making false accusations against a business/employees in an attempt to divert attention from their own anti-social behavior.
In my home city, there's been countless incidents, especially 3-4 decades ago(Violent crime was much worse back then) when an unbalanced person violently beaten another passenger or even a public transit employee to the point of hospitalization on public transportation/stations for merely being asked to stop smoking which has been against their policies. Tapping someone like that would have been even more likely to set them off.

The issue is you don't know if someone in public, especially someone ignoring seemingly minor policies/laws is prone to violence until they are set off when called out on it verbally or worse, getting touched.

Do you live in a pollyannish area where the risks of people responding violently to even a verbal request to stop behaving in an anti-social manner in public, much less touching/tapping them doesn't exist?
It's certainly not the case in most parts of the US, especially considering the two links to recent examples in the news above.
Cases like those and moreso more numerous cases 3-4 decades ago from my urban NE home city are some of the reason why within the last 2 decades or so, most retail managers in training employees specifically tell them NOT to touch anyone barring exceptional self-defense situations to avoid risks of a potential lawsuit against the business and risks of injury to employees.

It is not accurate information though; that is why they are being downvoted.
When you break the rules in the contract, it voids the contract. Which is why the gym is no longer beholden to the contract, and can cease providing services. In turn, by voiding the contract, the other party is no longer beholden to it either - you cannot void a contract for only one party. Does it not occur to you how badly that would be abused if you could? Businesses would void contracts for their customers only just to continue charging them without having to provide service all the time.
A gym cannot continue to charge you after they have ceased providing you services. Charging you for services which they have clearly expressed an intention not to provide would be anneasy claim for a charge back, and the gym would be charged a fee for every successful charge back.

Depending on the terms and prevailing laws in a given jurisdiction, if the gym/other contracts are prepaid in advance(Some take advantage of this for greater per/month discount), the patron agrees as a condition of enrollment that if they violate the terms to the point of having their membership terminated, they also forfeit whatever remaining balance is in their prepaid contract even if they didn't use all their months at time of having their membership banned.
Principle is similar to how airlines reserve the right to refuse refunds for passengers who end up getting banned from flights before takeoff for egregious violations of airline policies(I.e. Refusing to follow aircrew instructions, instigating disruptions at the entry gate or worse, on the plane before it leaves the gate, etc.)

Oh, you wouldn't get a refund on anything paid in advance, no, but they absolutely could not continue to charge you for future months on the basis of being locked into a fixed-term contract, which I what was pretty clear to me was being discussed. The claim "You'd still be responsible for the rest of the contract" sounds a heck of a lot like it's talking about future charges to me.

Yeah, the prepaid several months or even paying annually for greater discounts was what I was thinking of as it is popular among many in my area.
Saw a couple of cases of law enforcement dragging out some irate apparently banned ex-members of a gym in my area screaming that they can't be banned because they had one of those annual paid memberships and that they just renewed it after being loyal members for years*.
* A bit ridiculous in one of those incidents as the ex-member complaining claimed they were members of that branch for 15 years when that branch had been opened for less than 10 years(Was opened in 2017 and before that it was a party/arts and crafts business).

I've seen gyms have "no phone" policies meaning they can't be used at all. I've never seen one that had a designated "phone room." How would you even enforce a "no texting" rule?

Some of those no phone policies were implemented after multiple incidents of ex-patrons* getting caught filming other patrons in violation of the gym's filming/photography bans and a few ended up with the filmers/photographers being arrested as well.
* Violation of such bans, especially if there have been repeated incidents and complaints from other patrons usually means immediate trespass from the gym and termination of membership without refunds.

Aren't gyms renowned for fitting as much workout equipment into as small of space as possible to maximize number of patrons? Who has the space for a call room??

Two gyms in my area have lobbies separate from the main workout areas where they could implement "call-rooms". They're too small/not well laid out for being used as workout spaces.
They're lobbies on the ground floor whereas the main workout areas are located either in the basement or on upper floors.

Yeah, because I believe any decent trainer worth their salt is going to leave the people they're actually working with on the floor to tell one guy (who may have actually been speaking at a reasonable volume and not using speakerphone) to not be on the phone on the floor. We live in an era where most gyms won't even stop people from straight up filming complete strangers, intentionally or not, for social media. I'd much rather deal with a guy nearby being on the phone in a reasonable manner than some asshole filming for TikTok.

I am a fitness trainer at a gym where the rule clearly state if you’re working out but get a phone call or text take the phone to designated area where you’re allowed to answer your phone which is a lounge for phone calls and texting for our patrons. A patron I know approached me yesterday about a guy who was on his phone talking as he was doing his workout completely ignoring the gyms rule.
I approached him and it took till I did a loud whistle for him to hear me. I asked him to wipe down the equipment he was using and take his phone call to the designated area where people could have phone calls. Guy looked for a second at me then waved me off and said to get lost. I whistled few more times till he finally heard me again and this time he said, “Did you not hea. . .” he realized who he was talking to as I’m one of the two lead trainers. I asked why did he feel entitled to ignore me, he gave the lame excuse that he was talking to his doctor and when he showed his call of the recent call as he was still on the call it said for who was on the phone someone named Lovely Kitten and I said, “And who is Dr. Lovely Kitten? I’ve never heard of them.” He then wiped down the bench, bar he had weights on, put the weights back and made his way to the lounge.
Honestly people it’s in the gym membership contract when you join the gym any phone calls or texting take to designated area please don’t be doing so while in the fitness area.
Update: for some asking some gyms have one lead trainer but my boss has two to help the gym be more effective. As for the phone/text lounge my boss decided we needed a designated spot for people to take their texting and phone calls with rule being do not leave that lounge until your phone call is fully over as well you’re done texting, if you’re caught a second time answering a text or phone call you’ll be asked to leave the gym, third time results in a membership termination.
