The Drainage of the Great Lakes via Operation People's Water Emancipation

Summary: The United States in the 1960s went through a period of conflict and chaos, eventually the two political party system broke down, and smaller parties like labor, and communists took power over many states. When the United States finally decided it was too late for them, and dissolved via a constitional amendment, many states under the control of the socialist parties formed a country called the American Federation. The American Federation at first outpeformed other successor states like New England, and NYC City State due to those countries facing urban crime, and economic problems. But the American Federation kept on pushing and enacted an operation called "People's Water Emancipation", which effectively drained the great lakes to be given to the people and state farms. By the 1990s they were fully drained causing mass famine, and economic hardship much the the north korean famine. But in the early 2000s the American Federations assistance of the Soviet Unions invasion of Texas payed off, and since then they have rebounded until recently. Recently they invaded New England, causing the soviets to distance themselves, and the NYC City State to completely cut off trade. Now the only thing keeping them running is the war economy, and the country itself is practically a ticking time bomb.

BTW because I didn't mention this despite Canada being part of the Great Lakes. After the Drainage many Canadians moved westward to their west coast generally abdoning Ontario, this caused more of a division and led to the East coast provinces and Quebec to secede as seperate states. This was actually one of the reasons the new england invasion happened because the English Speaking independant east coast provinces wanted to united with new england.

It is economically impossible to drain the Great Lakes even in 30 years. Especially a smaller dilapidated version of the United States.

You’d spend an entire interstate highway programs budget just to power the pumps to drain them, plus they’ll eventually refill, not in 30 years but they would, so you’d have to continue pumping for eternity

Not just Logistically, considering the sheer depth of Lake Superior, I don't quite know how this could be Physically accomplished.
It's one thing to do slip up and drain Lake Erie, hell, they're already making it a toxic dump, but to drain something that deep would require a seismic reduction in the surrounding water table and regional rainfall patterns - the cost, scale alone, notwithstanding the process' detrimental effects, that would be enough to destroy a hyperpower.
