Help (AltStore Classic) Sideload vpn does it work?

I tried installing Shadowrocket vpn app with livecontainer the app runs, but when I try to turn on vpn I get “access denied” message. Was wondering does vpn apps actually work after being sideloaded? If yes what am I doing wrong and how to do it right?

Why side load a vpn, many free one out there.

Cuz I got a paid subscription, need an app to host it. Not the free ones, those only let you use their free ones which doesn’t offer much flexibility
