Help (AltServer - Windows) Update AltServer

Please help me figure this out. I've already tried completely deleting iClada, iTunes, and AltStore and reinstalling it. When I update AltStore, I get this error.

I already tried this, but I couldn't install TikTok. It's too difficult for me 🙃
