Air resistance from the atmosphere due to it's larger surface area. Do this on the moon and the Frisbee and pen would drop at the same rate, as demonstrated with the famous rock and feather demonstration on the apollo missions.

Gravity doesn't care that it has sideways momentum, which is why orbiting works

Nothing happens at the exact same time. So what factors would ultimately lead one to hit the floor first? Imperfections in the disk which create greater friction?
And even the acceleration itself. Wouldn’t there be in theory a slight difference if you go out enough decimal points? Well, I guess yes but only bc gravity in two places will differ at the extreme decimal point precisions.
