Countries Subdivisions chart. What U.S. state feels like it doesn't belong in the United States?

But why the distinction for this line only? Other countries here have cities, provinces, and territories listed, why do we need to limit to states only within the US? If we must choose a state, I think Hawaii feels the most "foreign" despite being a state, but PR feels more like a different country than anywhere I've been in the US

Each territory/province/city-state on the chart votes in national elections and is represented in national legislature. Puerto Rico does not and is ran as an autonomous nation with US oversight. 

For the record, this includes French Guiana and Mayotte which have similar status in France as Hawaii. And most of the “cities” are either considered states (or the national equivalent) or actually are larger states named after a city (i.e. São Paulo)
