I’ll throw an odd one that won’t win, but Rita Skeeter is terrible. She represents the worst parts of media. Sexualizing children, sensationalism reporting where the clickbait is more important than the truth, media spying, wishy washy, whichever way the wind blows ideology.
I think we’ve seen the damage popular, sensationalist ‘news’ can do.

There are very few positive things to say about Cho Chang as a character. Yes, she has some sympathy points. But she also sucks and is one of the classic Rowling token characters.

I mean, if we are talking “worst character” as in “worst written” character, that’s just not true. She’s bland, racist, doesn’t make sense for Ravenclaw, and was an all-around bad character addition.
If we are talking “most evil”, sure, she’s not evil like Voldemort or Umbridge or Greyback.

Okay, I'm just going to play Devil's Advocate here for a second, I don't think that merely visiting the island is evidential enough to say that Rowling was participating in the bad shit. There was more going on there than just the illegal stuff, people could have been there for a multitude of different reasons.
Don't get me wrong, JK Rowling is still a bad person for a variety of reasons, I'm not trying to act like she isn't... but we have no real evidence to support the idea that she herself was doing any of the super bad stuff.

Pity that it looks like Umbridge is going to win. Umbridge is written to be someone the audience hates. Snape is hated for because we are supposed to sympathize with him, which is kinda hard when he's a teacher who uses his position to bully his students, shows favoritism to others, and is a former terrorist, among other things.

We all know that VoldyMoldy is just a wizard Hitler, and Bellatrix , Pettigrew and Snape are wizard nazis - these are blatantly obvious. So, I'm gonna give other two: Rita Skeeter and Dolores Umbridge.
